Lake Inban is a swamp downstream of the Tone River, and because it frequently suffered from flood damage during the flood season, the Edo Shogunate planned to reclaim it three times, in 1724 (Kyoho 9), 1758 (Tenmei 58), and 1843 (Tenpo 14). The Tenpo reclamation project was started by senior councilor Mizuno Tadakuni as part of the Tenpo Reforms, but it ran into difficulties and was halted after Mizuno's downfall, resulting in failure. 印旛沼は利根川下流の沼で,洪水期に冠水の害が頻発するため,江戸幕府は享保9 (1724) 年,天明5 (58) 年,天保 14 (1843) 年と3度干拓を計画。天保のそれは老中水野忠邦により天保の改革の一環として着手されたが難航,水野の失脚により中止,失敗に帰した。
