Lake Inban is a swamp downstream of the Tone River, and because it frequently suffered from flood damage during the flood season, the Edo Shogunate planned to reclaim it three times, in 1724 (Kyoho 9), 1758 (Tenmei 58), and 1843 (Tenpo 14). The Tenpo reclamation project was started by senior councilor Mizuno Tadakuni as part of the Tenpo Reforms, but it ran into difficulties and was halted after Mizuno's downfall, resulting in failure.
