A conference to provide relief to Indonesia, which was suffering from a large amount of debt. After the transition to the Suharto regime in 1965, Indonesia quickly approached capitalist countries and received large amounts of economic aid. In September 1966, these countries held a conference of Indonesia's creditors in Tokyo through the mediation of Japan, and since then, they have been deciding on debt settlement and new aid amounts every year. The member countries are 15 countries, including Indonesia, the United States, Japan, the United Kingdom, Germany, France, the Netherlands, Belgium, Italy, Australia, Canada, New Zealand, Switzerland, Spain, and Austria, as well as four organizations, the International Monetary Fund (IMF), the World Bank (IBRD), the Asian Development Bank (ADB), and the United Nations Development Programme (UNDP). The amount of aid decided began at $200 million in 1967 and reached a total of about $50 billion by 1990. In November 1991, Indonesia refused aid from the Dutch government in connection with the shooting incident by the national army in Dili, the capital of East Timor. As a result, IGGI was dissolved, and in July 1992, a new organization, the Consultative Group for Indonesia, was launched, excluding the Netherlands and including South Korea.
