In 1967, 1968, and 1969, rice production reached 14 million tons for three consecutive years, exceeding the annual rice consumption by more than 2 million tons, so a rice production adjustment policy was implemented. In 1969, rice cultivation conversion measures (target 10,000 ha) were implemented as a transitional measure, and in 1970, rice production adjustment measures (target 1 million tons) were implemented as an emergency measure. From 1971, a large-scale, full-scale five-year plan for rice cultivation conversion measures (initial target 2.3 million tons) was implemented, followed by comprehensive paddy field utilization measures (target 215,000 ha) in 1976-77, and paddy field utilization reorganization measures as a 10-year plan from 1978 onwards. In the first half of the rice cultivation conversion policy, the policy emphasis was placed mainly on adjusting rice production, but after the oil crisis in the fall of 1973, consideration was given to strengthening food self-sufficiency, and the emphasis shifted to crop conversion from rice to wheat, soybeans, feed crops, and other crops with low self-sufficiency rates, and this policy is now positioned as a crop conversion policy away from rice.
