...He was a local daimyo (chief official) and a local expert in the early Edo period. He was known as Kumazo. He was born in Kojima Castle, Mikawa Province (Nishio City, Aichi Prefecture) as the eldest son of the Ina Tada family. He served Tokugawa Ieyasu, but fled to Sakai for a time and returned in 1582 (Tensho 10). In 1586 he became a kinju (attendant). In 1589-1590, he played an active role in reforming the land survey, chigyo, and tax systems during the Tokugawa clan's rule of five provinces. After entering the Kanto region, he set up a jin'ya in Komuro, Kitaadachi County, Musashi Province (Ina Town, Kitaadachi County, Saitama Prefecture) and contributed to establishing the financial foundation of the Kanto region by improving the Tone River and Arakawa River, conducting land surveys and chigyo divisions, developing new fields, and implementing temple and shrine policies. ...
