This refers to the ability to extend the effectiveness of the parts of the agreement that stipulate standards for working conditions and other treatment to be applied to people other than the union members who signed the agreement. Originally, a labor agreement takes effect between the parties, but from the perspective of standardizing and equalizing working conditions, it can be extended to apply at the workplace or regional level.
