A nobleman and scholar in the Muromachi and Sengoku periods. He was also called "Fuyura." He was called Gomyokaji. His father was Ichijo Kaneyoshi, and his mother was the daughter of Machi Akisato. After his elder brother Norifusa's eldest son died young, he was adopted, and in 1472, he went to Nara to attend the coming-of-age ceremony at Jojuin Temple in Kofuku-ji Temple, where he succeeded to the family headship. In 1473, he was promoted to Junior Third Rank, in 1474 he was promoted to Gon Chunagon, and in 1475, he returned to Kyoto with his father, and in 1476, he was promoted to Gon Dainagon. In 1480, he went to Fukuhara Manor in Settsu Province (Hyogo Prefecture), which was his family's territory, and repelled the seizure of the land by the magistrate Kagawa clan, and returned to Kyoto in 1481. In 1483, he was promoted to Minister of the Interior, in 1488 he was promoted to Kanpaku and clan head in 1489, in 1492 he was promoted to Junior First Rank, and in the following year he became Grand Minister of State and resigned from Kanpaku, but in 1496 he was promoted to Kanpaku again, and in 1501 he resigned. He died in 1514 and was buried at Tofuku-ji Temple. He inherited his father Kaneyoshi's Tokabo Library and academic research, lectured on the Kokin Wakashu and other works, and wrote the transcripts of Kaneyoshi's lectures, Reimonsho, as well as court records such as Kenshojomokushidai, Efugusho, and Sansetsukaishidai. His poetry collection includes the Ryukashu.

室町・戦国時代の公卿,学者。「ふゆら」ともいう。後妙華寺と号す。父は一条兼良,母は町顕郷の娘。兄教房の長男が夭折したあと猶子となり,文明4(1472)年に下向先の奈良興福寺の成就院で元服し家督を継ぐ。同5年従三位,同7年権中納言となり,同9年に父と共に帰京,同11年に権大納言となる。同15年,家領摂津国福原荘(兵庫県)に下向して代官香川氏の押領を退け同17年に帰京。同18年内大臣,長享2(1488)年関白・氏長者,明応1(1492)年従一位,翌2年に太政大臣となり関白を辞すが,同6年関白に還補して文亀1(1501)年辞任。永正11(1514)年に没し,東福寺に葬られた。父兼良の桃華坊文庫と学問研究を継承して,『古今和歌集』などを講じ,兼良の講義の筆記録『令聞書』や有職故実書の『県召除目次第』『衛府具抄』『三節会次第』などを著した。歌集に『流霞集』がある。
