Born on July 30, 1881. After serving as Director of the Social Affairs Bureau of the Ministry of Home Affairs, Deputy Mayor of Tokyo City, and Director General of the Social Affairs Bureau, he became Governor of Kyoto Prefecture in 1924. He contributed to promoting industry in farming and fishing villages, flood control, and transportation projects. He became Governor of Kanagawa Prefecture in 1922. He also served as a director of the Tokyo Municipal Research Council. He passed away on January 7, 1939. He was 59 years old. He was from Shizuoka Prefecture.
