Born in 1819 (Bunsei 1). Originally from Edo, he was active in Kyoto. Said to be a pupil of Tsuruoka Kengyo, he became a Kengyo in 1848 (Koka 1). A representative composer of the final period of Kyoto-style tegotomono (hand-drawn art). An adviser at the time the music department of the Kyoto Academy for the Blind and Deaf was established in 1882. His name was Tomi Eiichi. From 1881 onwards, he was known as Ikuyama Eifuku.
