In the local government system, the area under the jurisdiction of the Bu Zhengsi (Bu Zhengshi) was the largest administrative unit, and was commonly referred to as a province, retaining the name of the administrative province. In addition to the Bu Zhengsi being responsible for general civil affairs, the province also had the Teikyo Anchassi (Anchasi for short), which was responsible for the judiciary and inspections, and the Duchossi (Duoshi for short), which was responsible for the military. These were collectively called the Sansi, and important matters were decided by consensus among the three. There was no longer a single chief minister as there was in the era of administrative provinces. …
