American Plan

...The national government implemented policies to prevent and mediate labor-management disputes, but the rise of fascism led to the forced adoption of labor-management cooperation. In the United States, large corporations had a strong influence, so measures to prevent labor movements were implemented through employee welfare policies created by each company, and these were called the American Plan. In Japan, before World War II, there was strong national regulation of labor movements, and workers' independent actions were severely suppressed, so labor-management cooperation was promoted as a policy to benefit employers.
