This was a speech given by W.C. Eells, an advisor to the Civil Information and Education Bureau of the General Headquarters of the Supreme Commander in Chief, at a time when the American occupation policy was clearly anti-communist. On July 19, 1949, Eells gave a speech at Niigata University, calling for the elimination of communists from university professorships, and he then toured around 30 universities across the country. This speech was taken as a recommendation by the occupying forces, and several universities called for his resignation, but University of Tokyo President Shigeru Nanbara expressed his opposition from the standpoint of academic freedom, and the National Union of University Professors also resolved to oppose it at its general meeting.
