Bill to Crack Down on Radical Social Movements

After World War I, the government (the Takahashi Korekiyo Cabinet), fearing the rise of revolutionary social movements influenced by the Russian Revolution, submitted a bill to the 45th Diet in 1922 (Taisho 11) with the aim of cracking down on them. The bill proposed severe penalties of up to seven years for those who propagated ideologies that were "dangerous" to the state, such as anarchism and communism, and up to ten years in prison for those who formed associations or held meetings or demonstrations with the aim of realizing such ideologies. Under the imperial state, citizens' political activities were already subject to severe oppression, and newspapers and other media strongly opposed the creation of such an evil law, and the bill was ultimately blocked from passing. However, the contents of this bill were realized in the form of the Peace Preservation Law in 1925.

第一次世界大戦後、ロシア革命の影響を受けた革命的な社会運動の高揚を恐れた政府（高橋是清(これきよ)内閣）が、その取締りを目ざして1922年（大正11）第45議会に提出した法案。無政府主義、共産主義など国家にとって「危険」な思想を宣伝した者に対して7年以下、またそうした思想の実現を目ざして結社をつくったり集会やデモをした者には10年以下の懲役・禁錮、という重罰を科そうとするものであった。天皇制国家の下ではもともと市民の政治的活動は厳しい抑圧にさらされていたため、そのうえこのような悪法ができることに対しては新聞などが強い反対論を展開し、結局法案の成立は阻止された。しかしこの法案の内容は25年に治安維持法という形で実現をみる。
