After World War I, the government (the Takahashi Korekiyo Cabinet), fearing the rise of revolutionary social movements influenced by the Russian Revolution, submitted a bill to the 45th Diet in 1922 (Taisho 11) with the aim of cracking down on them. The bill proposed severe penalties of up to seven years for those who propagated ideologies that were "dangerous" to the state, such as anarchism and communism, and up to ten years in prison for those who formed associations or held meetings or demonstrations with the aim of realizing such ideologies. Under the imperial state, citizens' political activities were already subject to severe oppression, and newspapers and other media strongly opposed the creation of such an evil law, and the bill was ultimately blocked from passing. However, the contents of this bill were realized in the form of the Peace Preservation Law in 1925.
