…In the event of an emergency, we will form alliances with other countries, but our defense must be for France itself, on our own responsibility, and in our own way. In response to this policy, in 1967, General Charles Aillere, Chief of Staff of the General Staff, rejected the strategy of treating the Soviet Union as the only potential enemy, and proposed an all-around strategy, défense tour azimuts, which stated that “we must have the ability to intervene in all directions, not just in one direction.” Behind this strategy was France’s aim to maintain its own nuclear forces.
