The ISU was established on August 20, 2007 by the UN Office of Disarmament Affairs to support countries in the control and prevention of biological weapons proliferation. International organizations (IAEA and Organization for the Prohibition of Chemical Weapons) exist to monitor the implementation of the Nuclear Non-Proliferation Treaty and the Chemical Weapons Convention and provide technical support for their implementation, but the Biological Weapons Convention, which came into force in 1975, had no such support organization. Therefore, the establishment of the ISU was decided at the 6th Review Meeting of the Biological Weapons Convention held in December 2006. The purpose of the ISU is to secure the resources necessary for the implementation of the treaty, promote cooperation among countries, build an international cooperation network, and increase the opportunities for implementation. Specifically, in addition to its role as a secretariat, including acting as a window for information provision from each country, it will implement various measures for confidence building (CBM) and support activities toward the prohibition of biological weapons, but it is not said to take any action to force countries to join the treaty. From this point on, its activities will mainly be the exchange of information between countries and contact with various scientific and academic research institutions and NGOs upon request. 生物兵器の管理、拡散防止に関して各国を支援するために国連軍縮実施室(UN Office of Disarmament Affairs)が2007年8月20日に設置した組織。核拡散防止条約や化学兵器禁止条約についてはその履行監視と実施の技術的支援を行う国際組織(IAEAや化学兵器禁止機関)が存在するが、1975年に発効した生物兵器禁止条約にはこれまでそのような支援組織がなかったため、06年12月に開催された生物兵器禁止条約第6回見直し会合においてISUの設置が決まった。条約実施において必要な資源を確保し、各国の連携を図り、国際連携網を建設し、履行の機会を増大させることを目的としている。具体的には各国からの情報提供の窓口を始めとする事務局としての役割の他に、信頼醸成(CBM)のための各種手段の実施、生物兵器禁止に向けての支援活動などを実施するが、条約加盟を強制するような行動をとるものではないとされる。ここから活動は各国間の情報交換と、要求に応じての各種科学・学術研究機関やNGOとの接触が中心になるといわれる。こうした活動運営資金は、条約加盟各国から拠出される。
