Due to these differences of opinion, and to information that the existence of their organization had been detected by official spies, the Welfare Union was dissolved in 1921 and split into the Southern Association Yuzhnoe obshchestvo, based in Tulchin, southern Russia, where the Second Military District was located, and the Northern Association Severnoe obshchestvo, based in the capital, St. Petersburg. The former, under the leadership of Colonel Pesteli, adopted the Russkaya pravda, which could be considered the constitution of the future Russian Republic, as the platform of their organization.
