...Many of these were resistance movements to protect the lives of residents threatened by war, but they were used and absorbed into the power struggles of various factions. Among them, the Union of the Elmée established its own city government in Bordeaux in July 1652, and continued to govern the city until July 1653, with a platform that advocated a spirit of mutual assistance in the community, the protection of local customs and privileges, and equal political participation for citizens. This was the final phase of the Fronde.
