[Overcoming the economic crisis]
The José López Portillo (1920- ) administration (1976-82), which came to power in the midst of an unprecedented economic crisis symbolized by the fall of the peso, called on workers to refrain from raising wages and on the private sector to actively invest, and sought to improve relations with developed countries such as the United States, promoting the introduction of foreign investment. It also made a major shift in oil policy from the policy of previous administrations that "natural resources should be produced only in amounts necessary for domestic consumption and preserved for the future" to "oil development should be promoted and oil export revenues should be effectively utilized in order to overcome the current crisis," and as a result, the oil industry became the leading sector of the economy, achieving high economic growth rates of 8.2% in 1978, 9.2% in 1979, 8.3% in 1980, and 8.1% in 1981, creating approximately 700,000 new jobs annually, and promoting ambitious development plans such as the National Industrial Development Plan, the Comprehensive Development Plan, and the National Energy Plan.
