In the late Kamakura period, under the tyranny of the Hojo clan, the Kamakura Shogunate issued a system of control over pirates in both the Sanyo and Nankai regions, centering on the Seto Inland Sea. When the Shogunate extended its control over the western provinces, it began to control pirates that were rampant in the Seto Inland Sea region. In Bungo Province, in 1301 (Shoan 3), it ordered that ships from all over the country, regardless of size, be inscribed with the name of the village or residence to which the ship belonged, as well as the name of the ship's owner, so that they could be distinguished from pirate ships. In Awa Province, in 1324 (Shochu 1), it ordered that ships from each village be required to wear a designated family crest to clearly distinguish them from pirate ships. 鎌倉後期,北条氏専制のなかで瀬戸内海を中心とした山陽・南海両道に発布された鎌倉幕府の海賊取締制度。幕府はその支配権を西国に及ぼすようになると,瀬戸内海地域に跳梁する海賊の取締りにあたった。豊後国では1301年(正安3)国内の津々浦々の船は,その大小にかかわらず海賊船と区別できるように,船が所属する浦か在所の名,および船主の名を刻み込むように,また阿波国では24年(正中1)浦々できまった定紋を所属する船につけさせて海賊船との区別をはっきりさせよと命じている。
