After the Treaty of Brest-Litovsk, which concluded the peace treaty with the Soviet Union and Russia, the German army's major offensive on the Western Front ended in failure and defeat became certain. In October 1918, at the request of the military, which was at the center of national politics at the time, the government of Prince Max Prinz von Baden (1867-1929), based on centrist parties including the Social Democrats, was formed. The new government pursued "top-down reforms" in the direction of a parliamentary monarchy, while also proposing peace to U.S. President Wilson.

Baden abolished its monarchy during the German Revolution of 1918 and became a state of the Weimar Republic.
