The Mutual Security Act of the United States was enacted in October 1951. MSA aid is foreign aid provided by the United States according to the security plan (MSP) created under this act. As a result of the Korean War, the Economic Cooperation Act (1948 Foreign Assistance Act), the Mutual Defense Assistance Act (49), and the International Development Act (50) were consolidated into an aid law focused on military aid. The second amendment in 1953 included Japan in its operation, and the Japan-US Mutual Defense Assistance Agreement and Annex were concluded in March 1954 (revised in June 1960). The third amendment was approved in the same year. According to this act, types of aid include mutual defense assistance, development assistance, and technical assistance, and mutual defense assistance includes military assistance (free or loan of military equipment, materials, and services), direct military support (aid to the French military in Indochina and the military of the recipient country), and defense support (aid such as goods, services, finances, and financial assistance to support and strengthen the military efforts of the recipient country and international organizations). Recipient countries were obligated to strengthen their defense capabilities and were subject to the Battle Act, which embargoed trade with communist countries. President J. Kennedy established the Agency for International Development (AID) and signed the Foreign Assistance Act (FAA) in September 1961, which replaced the MSA, but this act placed emphasis on economic assistance.

1951年 10月に成立したアメリカの相互安全保障法。 MSA援助はこの法律に基づいてつくられる安全保障計画 MSPに従って与えられるアメリカの対外援助。朝鮮戦争を契機として，経済協力法 (1948対外援助法) ，相互防衛援助法 (49) ，国際開発法 (50) を，軍事援助を主とした援助法に統合したもの。 53年の第2次修正法でその運用上日本も含まれることになり，54年3月日米相互防衛援助協定，付属書が結ばれた (60.6.改訂) 。同年第3次修正法が承認された。同法によると援助の種類として相互防衛援助，開発援助，技術援助などがあり，相互防衛援助には軍事援助 (軍用装備，資材，役務の無償供与または貸与) ，直接軍隊支持 (インドシナのフランス軍，被援助国の軍隊への援助) ，防衛支持 (被援助国，国際機関の軍事努力の支持，増強のための物品，役務，財務，財政などの援助供与) が含まれる。被援助国は防衛力強化の義務があり，共産圏禁輸のバトル法の適用を受けることとなった。 J.ケネディ大統領は国際開発局 AIDを新設し，61年9月 MSAに代る対外援助法 FAAに署名したが，これは経済援助に重点をおいたものである。
