This is a book of government and teachings written by Tokugawa Muneharu, the seventh lord of the Owari domain. It is said that the writing of this book was assisted by the Confucian scholar Fukada Shinsai. Its 21 articles concretely express Muneharu's unique ideas. For example, Article 7 states that people naturally have likes and dislikes, so it is wrong to force your own preferences on others, and Article 8 states that the simpler the law, the better. It was filled with assertions that were the polar opposite of the ideas behind the Kyoho Reforms promoted by Shogun Yoshimune at the time, so the book was taken out of print by the shogunate, and Muneharu himself was ordered to retire and live in seclusion. 尾張藩7代藩主徳川宗春がつくった政教書。撰述には朱子学者深田慎斎の助力をうけたといわれている。全21ヵ条で宗春独自の考えが具体的に語られている。それは,たとえば第7条の人は本来好き嫌いのあるものだから,自分の好みをおしつけるのはまちがいである,とか,第8条で法は簡単なほどよい,とかのように当時将軍吉宗が推進していた享保改革の思想と正反対の主張に満ち満ちていたので幕府から絶版処分となり,宗春自身も隠居・蟄居を命ぜられた。
