It is known from documents in the Shosoin Repository that in the Nara period they were placed in places such as copying Buddhist scriptures, and in the Ruiju Sandai Kaku, it is recorded that in the early Heian period, two were placed in each district. From the mid-Heian period onwards, they were placed in the Daijingu no mikuriya, the Daijokan no chuuka, the Efu, the mandokoro of various provinces, the regent family, and other places. In the Kebiishi office, they were called Anju no Osa. They were also placed in the Kamakura shogunate's mandokoro, and later became hereditary for the Sugano clan.
