Novaya Ekonomicheskaya Politika (New Economic Policy). Economic policy adopted by the Soviet government established after the Russian Revolution in March 1921. The War Communist policies of 1918-20 had brought the national economy to the brink of collapse, and discontent among the peasant class in particular intensified, so Lenin proposed this policy. By incorporating capitalist elements into the policies, such as allowing the free sale of surplus agricultural products, allowing private management of small businesses, introducing foreign capital, and giving preferential treatment to engineers, the economy was successfully restored. This led to the emergence of figures such as Clark and Nepman. It lasted until the implementation of the Five-Year Plan in 1928.
