Novaya Ekonomicheskaya Politika (New Economic Policy). Economic policy adopted by the Soviet government established after the Russian Revolution in March 1921.
The War Communist policies of 1918-20 had brought the national economy to the brink of collapse, and discontent among the peasant class in particular intensified, so Lenin proposed this policy. By incorporating capitalist elements into the policies, such as allowing the free sale of surplus agricultural products, allowing private management of small businesses, introducing foreign capital, and giving preferential treatment to engineers, the economy was successfully restored. This led to the emergence of figures such as Clark and Nepman. It lasted until the implementation of the Five-Year Plan in 1928.

1918〜20年の戦時共産主義政策で国民経済は崩壊寸前の状態におちいり，特に農民層の不満が激化したため，レーニンがこの政策を提唱した。余剰農産物の自由販売や小商工業の私営を認めたり，外資の導入，技術者の優遇を行うなど，政策に資本主義的要素を取り入れて経済復興に成功した。このため，クラーク・ネップマンなどが出現した。1928年の五か年計画実施まで存続。
