The permanent neutrality

...A treaty that creates such rights and obligations is called a permanent neutrality treaty, and the rights and obligations created in this way are permanent neutrality. The term "permanent neutrality" was first used to refer to the status given to the Mediterranean island of Malta by the Treaty of Amiens, a peace treaty between Britain and France in 1802. The Congress of Vienna in 1815 gave a similar status to Switzerland, which had a neutral policy, and called it "permanent neutrality." Subsequently, Krakow (1815), Belgium (1831), Luxembourg (1867), Congo Free State (1885), Honduras (1907), Trieste (1947), Austria (1955), and Laos (1962) were designated permanently neutral countries.
