A document from the mid-Heian period in which the governors and peasants of Owari Province complained about the bad governance of the provincial governors.
In 988, the governors and peasants of Owari Province wrote a 31-article petition to the Imperial Court against the misrule of the provincial governor Fujiwara no Motonaga, demanding his dismissal. This is an important historical document showing the corruption of the provincial governors.

平安中期，尾張国の郡司・百姓らが国司の悪政を訴えた文書
988年，尾張国の郡司・百姓らは，国司藤原元命 (もとなが) の悪政に対して，31カ条にわたってそのようすを書き記して朝廷に訴え，元命の罷免を求めた。国司の腐敗を示す重要な史料。
