During the period of isolation, Dutch ships were allowed to trade with Japan, and this book was a compilation of rumors, or news, about overseas situations submitted to the shogunate when they arrived in Nagasaki every year. It is believed to have originated in 1641 (Kan'ei 18), when isolation was completed. It is not believed that submission was necessarily required at first, but it eventually came to take on the character of "loyalty" to the trade permission. For the shogunate, which strictly prohibited Christianity and implemented a policy of prohibiting Japanese people from traveling overseas, securing overseas information sources was extremely important, and the method of submitting rumors by the Dutch was devised. There are currently over 318 rumors in Japanese and Dutch, dating from 1641 (Kan'ei 18) to 1857 (Ansei 4). These Dutch rumors were published in 1976 (Showa 51) as "Collection of Dutch (Holland) Rusetsusho" (Yoshikawa Kobunkan), two volumes. In addition to this, a separate document called "Bekdan Rusetsugaki" was submitted at the end of the Edo period containing information related to the Opium Wars in China.

鎖国下、日本との貿易をとくに認められたオランダ船が、連年長崎来航にあたり幕府に提出した海外情勢に関する風説すなわちニュースを総括した書。起源は鎖国完成の1641年(寛永18)とみられる。当初はかならずしも提出が義務づけられたとは考えられないが、やがて通商許可に対する「御忠節」の性格を帯びるに至った。キリスト教禁制を強行し、日本人の海外渡航禁止の政策をとった幕府としては、海外情報源の確保はきわめて重要な意義をもつものであり、この手段としてオランダ人による風説書提出が案出されたものであった。現在知られている風説書は日本文・蘭(らん)文あわせて318通余、時期は1641年(寛永18)から1857年(安政4)に及んでいる。これらオランダ風説書は1976年(昭和51)『和蘭(オランダ)風説書集成』上下2冊(吉川弘文館)として刊行された。なおこのほか、幕末には中国におけるアヘン戦争関係情報として別個に「別段風説書」が提出されている。
