This was an uprising-like union of local samurai that occurred in Kowago, Ise Province (present-day Hakusan-cho, Ichishi-gun, Mie Prefecture) for about 100 years during the Sengoku period. In 1494 (Meio 3), when Joganji Temple was built by the local Tendai sect priest Shinsho, 46 local samurai created an ikkijo (letter of rebellion) and sought unity with each other at Hakusan Shrine. There are two points to note about this uprising. First, a comparison with the peasant oath created at roughly the same time confirms the existence of early modern village-scale peasant unions (peasants) under the town-wide local samurai uprising, and also shows that the uprising was formed with the aim of strengthening the control of the peasants. 戦国期の約100年間,伊勢国小倭郷(現,三重県一志郡白山町地域)にみられた地侍衆の一揆的結合。1494年(明応3)当地の出身者天台宗真盛上人により成願寺が建立されたのを機に,地侍衆46名は一揆契状を作成し,白山神社に拠って互いの結束をはかった。この一揆が注目される点は2点ある。第1はほぼ同時に作成された百姓衆起請文との比較から,全郷的な地侍一揆の下に近世の村規模単位の農民的結合〈百姓衆〉の存在が確認されることと,また一揆は百姓衆の支配を強化する目的で,結成されたことがわかる点。
