A member of the royal family at the end of the 7th century. He was exiled to Inaba (Tottori Prefecture) in 675 (the 4th year of Tenmu), and was sometimes called Sanmi. At the same time, his two children were exiled to Izushima (Oshima Town, Tokyo) and Chikashima (Goto Islands, Nagasaki Prefecture). The Manyoshu also contains a poem composed by a person when King Omi was exiled to Irago Island in Ise Province (Cape Irago in Atsumi Town, Aichi Prefecture, or Kamishima in Toba City) during the reign of Emperor Tenmu, and a poem composed by King Omi in response to the poem. The Hitachi no Kuni Fudoki also lists Itaku Village, Namegata County, Hitachi Province (Itako Town, Ibaraki Prefecture) as the place where King Omi was exiled during the reign of Emperor Tenmu. As such, there are various theories about the place where King Omi was exiled, and it is inevitable that it remains unclear. It is thought that there is a record of King Omi being exiled, and this became a legend about exiles and spread in various places.

7世紀末の王族。天武4(675)年に因幡(鳥取県)に流罪になった人物,時に三位とある。同時にふたりの子が伊豆嶋(東京都大島町)と血鹿嶋(長崎県の五島列島)に流されたとする。また『万葉集』には天武天皇の代に麻績王が伊勢国伊良虞の島(愛知県渥美町の伊良湖岬,あるいは鳥羽市の神島)に流されたとき,時人が詠んだ歌とそれに応えて麻績王が詠んだ歌が収録されている。また『常陸国風土記』にも天武天皇のとき麻績王が流された土地として常陸国行方郡板来村(茨城県潮来町)をあげている。このように麻績王配流の地については諸説があって不明とせざるをえない。麻績王が流罪になったという記録があって,それが各地の流人伝承となって流布したためと考えられる。
