Okitsu-shi

...The Tokaido is a difficult place with the Okitsu River and Satta Pass to the east and Mount Seigenji approaching Suruga Bay to the west. The Kiyomi Barrier was built at the foot of Mount Seigenji as a safeguard against the passage to Bando. From the Kamakura period onwards, the Okitsu clan, a branch of the Irie clan, ruled as the head of the inn, and from the Muromachi period onwards, the Okitsu clan, who became vassals of the Imagawa clan, built their residence here, and during the Sengoku period, they set up a guard station on Mount Satta. …Also written as Okitsu. The Kudo clan of the Southern Fujiwara clan. Originated from Okitsu, Tsurugahara County, Suruga Province (present Okitsu Town, Shimizu City, Shizuoka Prefecture).
