population de jure (English spelling)

...Efforts are made to survey the commuter population, the means of transportation used, and the permanent residence of the population (for example, surveys of the time of moving into the current residence and the previous residence). The population surveyed can be based on the current or actual population, which is the population currently existing in a particular area at the time of the survey, or the permanent population, which is the population permanently residing in a particular area. Recent censuses in Japan have been permanent population surveys, with "permanent residents" defined as those who have lived in the residence for three months or more, or who plan to live there for three months or more.
