Residual sovereignty

...It is not a term with a specific meaning established under international law. At the San Francisco Conference for the signing of the Japan Peace Treaty, American plenipotentiary J.F. Dulles drew attention by saying that the United States has sovereignty over Okinawa and the Ogasawara Islands under Article 3 of the Peace Treaty, but Japan still has residual sovereignty. It is also called "potential sovereignty," but since it means sovereignty that remains in Japan, rather than potential sovereignty that will be manifested in the future, it is more appropriate to translate it as "residual sovereignty."
