...One reason for this is the international impact. After World War II, many documents were issued that advocated the protection of human rights, such as the United Nations Charter, the Universal Declaration of Human Rights, the World Health Organization (WHO) Charter, and the International Covenant on Human Rights. These documents have a strong tendency to consider the right to health as a part of human rights. For example, the International Covenant on Economic, Social and Cultural Rights (ICCHR) of the International Covenant on Human Rights states that "States Parties to this Covenant recognize that everyone has the right to the enjoyment of the highest attainable standard of physical and mental health" (Article 12, paragraph 1).
