A village in Nakagawa County, Kamikawa Subprefecture, northern Hokkaido. Population 1,480 (1995). Renamed from Tokiwa Village in 1963. Located at the northern end of the Nayoro Basin, the Soya Main Line runs along the Teshio River. The village began to be developed in 1903 when 32 tenant farming families settled on land leased from the Imperial Estate. Most of the village area is forest, with the northern part being Hokkaido University's experimental forest and the rest being prefectural forest. Cultivated land has opened up along the Teshio River, and dairy farming is taking over the agricultural industry. The rice paddy area around Osashima in the west was the northern limit of the inland area, but since 1974, no rice has been cultivated there. 北海道北部,上川支庁中川郡の村。人口1480(1995)。1963年常盤村から改称。名寄盆地の北端部にあたり,天塩(てしお)川に沿って宗谷本線が通じる。1903年帝室御料地の貸付地に小作32戸が入植したのが開拓のはじめ。村域の大半が森林で,北部は北海道大学の演習林,ほかの大部分は道有林である。天塩川沿いに耕地がひらけ,農業は酪農化が進んでいる。西部の筬島(おさしま)付近の水田地帯は内陸部の北限であったが,74年以降水稲作付は皆無となった。
