Civil engineering works were carried out by the unified governments of the early modern period (Toyotomi government, Edo Shogunate) who mobilized feudal lords. Under Toyotomi government, the main projects were the construction of Osaka Castle, construction of Jurakudai, construction of the Great Buddha Hall of Hokoji Temple, construction of Hizen Nagoya Castle and Fushimi Castle, and together with the military mobilization for the Korean War, which was called "endless military service," they pressured feudal lords in various provinces. The duties consisted mainly of the provision of laborers, and sometimes included the provision of materials. The standard for the imposition was the rice yield; for example, when Tokugawa Ieyasu built Fushimi Castle in 1594 (3rd year of Bunroku), he was required to employ 24 laborers for every 10,000 koku of rice yield. 近世の統一政権(豊臣政権,江戸幕府)が大名を動員して行った土木工事。豊臣政権下においては大坂城の築城,聚楽第の造営,方広寺大仏殿の建設,肥前名護屋城や伏見城の築城などがそのおもなもので,〈際限なき軍役〉といわれた朝鮮の役における軍事動員とともに諸国の大名を圧迫した。役負担の内容は人足の提供を主とし,ときにより資材を供出することも含まれていた。その賦課基準は石高で,例えば1594年(文禄3)の伏見城築城の際,徳川家康は役高1万石につき24人の人足を課せられている。
