In 1961, the Intergovernmental Oceanographic Commission (IOC) was established within UNESCO, a UN organization, with the aim of further increasing knowledge of the oceans and their resources through cooperation among countries. The Scientific Committee on Oceanic Research (SCOR) has been assisting the IOC since its establishment as an advisory body in the field of science, and in 1972 the Engineering Committee on Oceanic Resources (ECOR) was established as an advisory body in the field of engineering. In 1967, Arvid Pardo, the Maltese ambassador to the UN, spoke at the UN in deploring the monopoly of resource development by a few developed countries, referring to manganese nodules on the seafloor, which were beginning to attract attention at the time, and said, "The deep seafloor and its resources should be considered the common heritage of all mankind." In 1970, this idea was adopted as a UN resolution.

 1961年に国連のユネスコにIOC(Intergovernmental Oceanographic Commission,政府間海洋学審議会)が,海と海の資源についての知識を各国が協力してさらに増進させることを目的として設置された。このIOCに対する科学分野の諮問機関としてSCOR(Scientific Committee on Oceanic Research)がIOC設立当初から協力しているが,工学分野の諮問機関として72年にECOR(Engineering Committee on Oceanic Resources)が組織された。 1967年,マルタの国連大使パルドArvid Pardoが当時注目されはじめていた海底のマンガン団塊を指して,一部の先進国によってこの種の資源開発が独占されることを憂い,〈深海底とその資源はすべての人類にとって共有の遺産と考えるべきである〉旨の演説を国連で行い,70年にはこの主旨が国連の決議として採択されるに至った。…
