…After the war, Japanese cities enacted declarations of peace, welfare, and environmental improvement as “charters,” which could be considered a kind of moral code. Based on this history, Kawasaki City in Kanagawa Prefecture attempted to enact the “Kawasaki City Urban Charter Ordinance” from 1972 to 1973. This ordinance stated that “it is the highest ordinance of Kawasaki City, and the mayor, business operators, and others are obligated to respect and protect this charter together with the citizens,” and in “Part 1: Peace, Citizen Sovereignty, and Autonomy,” it stipulated the rights and obligations of citizens, and in “Part 2: Creating a Human City, Kawasaki,” it established the city’s basic urban development plan. …
