...In English, the word scooter originally meant a two-wheeled toy that you put one foot on a platform and kick the ground with the other, but nowadays it usually refers to a two-wheeled vehicle that is driven by an engine, that is, a motor scooter. There is no clear definition, but in Japan, according to a 1953 report compiled mainly by the Japan Automobile Manufacturers Association, it is defined as "a two-wheeled vehicle with a motor under the seat, a footrest in front, and wheels of 22 inches or less." However, the classification boundary between a scooter and a motorcycle is not clear, and there are some models that are in between the two and are unclear.
