The legislative power of the United States belongs to the Congress, which is made up of two houses, the Senate and the House of Representatives. The Senate is made up of two Senators elected from each state, regardless of population, and the Vice President serves as its presiding officer. Senators were previously elected by state legislatures, but the 17th Amendment to the Constitution (confirmed in 1913) meant that they were elected directly by the people of the states. …

...Their official names vary from country to country. For example, in the United States it is called the Senate, in the United Kingdom it is called the House of Lords, in Germany it is called the Bundesrat, in the former Soviet Union it is called the Sovet Natsional'nostei (Federal Assembly in the Russian Federation after the collapse of the Soviet Union), and in Japan it was called the House of Lords under the Meiji Constitution and is now called the House of Councillors. Their structures and functions are also diverse, but broadly speaking they can be divided into (1) those that represent privileged classes such as hereditary aristocracy and the propertied classes and protect the interests of conservative forces (Britain, Japan under the Meiji Constitution), (2) those that represent the states and speak for the interests of the states in federal states (such as the United States, Germany, and the former Soviet Union), and (3) those that are expected to play the role of professional representatives or a house of common sense (such as Ireland and the former Yugoslavia). ...

 合衆国の立法権は連邦議会Congressに属し,議会は上院および下院の2院より構成される。上院Senateは,人口の多少に関係なく各州より2名ずつ選出される議員Senatorにより組織され,副大統領が議長となる。上院議員は州議会により選出されていたが,憲法第17修正(1913確定)により,直接州民により選出されることになった。…
