...Only mercenaries and priests grew in power, and eventually Herihor, the high priest of Amun, seized the throne (around 1070 BC).
[Late Dynastic Period]
Around the same time as Herihor, the general Smendes ascended to the throne at Tanis in the Delta, beginning the 21st Dynasty. From then on, the political center shifted entirely to the Delta, and Thebes strengthened its status as a religious center as the sacred city of Amun.
