1583‐1654 Sweden's chancellor (1612-54). Born into an aristocratic family. He served as a powerful advisor to Charles IX, and later became chancellor to Gustav II Adolf. He cooperated with the king to establish the Council of State, and established the Diet Act, the City Administration Act, and other laws to reform the administrative system. He also founded the House of Lords to strengthen the rule of the nobility, and adopted mercantilism to promote the economy, enacting commercial and maritime law. He also worked to promote learning as rector of Uppsala University. He used his diplomatic skills to settle the foreign wars with Denmark, Poland, and Russia that had been ongoing since the previous king's time, laying the foundation for the construction of the Baltic Empire.
