The entry for December 776 in the Shoku Nihongi (Chronicles of Japan), refers to Oku District in Mutsu Province, and the Konjaku Monogatarishu (Tales of Times Now Past and Present) Volume 20, Chapter 10 states that "the governor of Shinano Province served in the Oku District." In Shinano, the northern districts of Sarashina, Hanishina, Minauchi, Takai, and other districts were called Oku Shinano, and even during the Warring States period, there were instances of the terms Shinshu Oku District and Shinno Oku District. In Hitachi, the northern districts of Naka East and West, Kuji East and West, Sado East and West, and Taga, which came under the control of the Satake clan, were called the Oku Seven Districts in the late Heian and early Kamakura periods. In the 1166 (Jin'an 1) Order of the Field Farms of Hida Province, Oku District is listed alongside Masuda District, so this is thought to refer to Yoshiki and Ono Districts. 《続日本紀》宝亀7年(776)12月丁酉条に陸奥国の奥郡がみえ,《今昔物語集》巻二十第10に信濃国の〈奥の郡に侍りし郡司〉とある。信濃では北部の更級,埴科,水内,高井などの諸郡を奥信濃といい,戦国時代にも信州奥郡,信之奥郡などの用例がある。また常陸でも,平安末・鎌倉初期,佐竹氏の支配下におかれた那珂東西,久慈東西,佐都東西,多賀など北部の諸郡を奥七郡といった。1166年(仁安1)飛驒国田畠所当進未注文では,奥郡は益田郡と並記されているので,吉城,大野郡をさすとみられる。
