The term "mountainous and hilly areas" is a general term for areas with many sloping land and forests from the outskirts of the plains to the mountainous areas, and few large flat areas. There are no general standards for these areas, but they are often used to describe the combined areas of "mountainous agricultural areas" (areas with a high rate of forest land) and "intermediate agricultural areas" (areas with a relatively high rate of forest land and a relatively steep slope of farmland) according to the Ministry of Agriculture, Forestry and Fisheries' Agriculture and Forestry Statistics. According to these standards, mountainous and hilly areas account for approximately 70% of the country's total land area, and in terms of agriculture, they account for approximately 40% of the cultivated land, number of farm households, farm population, and gross agricultural production, occupying a significant role in Japan's agriculture and rural areas. 中山間地域とは,平地の周辺部から山間部に至るまでの傾斜地や山林が多く,まとまった平坦部が少ない地域の総称である。その区域については,一般的な基準はないが,農林水産省の農林統計による〈山間農業地域〉(林野率が高い地域)と〈中間農業地域〉(比較的林野率が高く,農地の傾斜度も比較的高い地域)を合わせた地域を表現することが多い。この基準によれば,中山間地域は国土の総面積の約7割を占め,また農業的には,耕地,農家戸数,農家人口,農業粗生産額の約4割のシェアを持ち,日本の農業・農村において少なくない地位を占めている。
