...This was further developed by Schlesinger, who became Secretary of Defense at the end of the Nixon administration. Schlesinger began to revise the targeting doctrine for strategic nuclear attack, and included not only nuclear retaliation against cities and industrial areas, but also a wide variety of military facilities as targets for strategic nuclear attack. This strategy was later called the "flexible strategic (nuclear) response."
