On January 21, 1940 (Showa 15), a British warship inspected the Asama Maru, operated by Nippon Yusen Kaisha. The inspection took place 30 nautical miles off the coast of Nojimazaki, Chiba Prefecture, and as a result, 21 German passengers, who were at war with Britain, were taken away. As this occurred on the high seas, the Japanese government protested to Britain and demanded the handover of the Germans, and the incident strongly stirred up anti-British public opinion in Japan. On February 6, negotiations were concluded, and it was agreed that no military personnel from a warring country would be allowed on board in the future, and the British side handed over the nine German passengers to the Japanese side.
