Taxpayers' suit

… The citizen audit request is a system of voluntary resolution within the local government, but the petitioner may file a citizen lawsuit in court if (1) he/she is dissatisfied with the results of the audit or the recommendation of the audit commissioner, (2) he/she is dissatisfied with the measures taken by the institution or employee who received the recommendation, (3) the audit commissioner does not conduct the audit or make a recommendation within 60 days from the date of the audit request, and (4) the institution or employee who received the recommendation does not take the necessary measures within the period specified in the recommendation. The citizen lawsuit, along with the citizen audit request, was introduced in 1948 based on the taxpayers' suit, which is widely recognized in each state of the United States, but was significantly revised during the major revision of the Local Autonomy Law in 1964 and has remained in place to this day. In addition, a citizen lawsuit requires a citizen audit request, and unlike an administrative audit request (Article 12, Paragraph 2, and Article 75 of the Local Autonomy Law), any resident can file a citizen audit request, even a single resident can file one. …
