Postcards were invented for simple everyday communication by Emanuel Hermann (1839-1902), a professor of economics at the University of the Army in Vienna. In 1869, he proposed that since printed mail without envelopes was permitted, postal laws should be amended to allow mail to be sent by cards without envelopes. This persuaded the Austrian postal authorities to adopt the idea, and in October 1869 Austria-Hungary issued the world's first postcard.

　郵便はがきは日常の簡易通信に供するために考えられたもので，考案者はウィーンの陸軍大学の経済学担当教授ヘルマンEmanuel Hermann(1839‐1902)であり，1869年に無封印刷郵便が認められている以上，封書でないカードで郵便を出せるように郵便法を改正すべきであると提案した。これがオーストリア郵政当局を動かし採用することとなり，69年10月オーストリア･ハンガリーが世界最初の郵便はがきを発行したのである。…
