...Although the country escaped the crisis externally, the situation at home worsened due to the concentration of wealth in temples, the hereditary nature of the priesthood, the increase in foreign mercenaries, and corruption among the bureaucracy. During the reign of the kings who followed Ramses III, from IV to XI, the kingdom's power rapidly declined, the Asian colonies were lost, and economic power also declined. Only the mercenaries and priests gained power, and finally the high priest of Amun, Herihor, seized the throne (around 1070 BC).

At the same time as Herihor, the general Smendes ascended to the throne at Tanis in the Delta, beginning the 21st Dynasty.
