Oshima Sadamasu - Oshima Sadamasu

An economist of the Meiji period. He is especially known as one of the leading advocates of protectionism, along with Inukai Tsuyoshi. He was born on February 27, 1842, in Oyabu Village, Yabu County, Tajima Province (present-day Yabu City, Hyogo Prefecture). He first studied Chinese classics in his hometown, and later went to Edo to study English under Mitsukuri Rinsho. In July 1868 (Keio 4), he served the new government as a translator, but in 1878 (Meiji 11), he resigned from his position and served as principal of Gunma Prefectural Maebashi Middle School from 1884 to 1887. From then on, he lived in private life, caring for his ill health, and devoted himself to writing and translating until his death on October 19, 1914. His translations are not limited to politics, law, and economics, but also cover a wide range of subjects including religion, history, geography, biography, and technology. His most notable works on economics include Malthus's Outline of the Theory of Population (1877), Zevons' Theory of Money (1883), and List's Treatise on Economics (1889). List's economics is a second translation of Das nationale System der politischen Ökonomie (1841) (The National System of Economics). His major works include Situation Theory (1891) and Economic Compendium (1900). Hori Tsuneo described the former as "a sharp sword of protectionism that cut into the camp of liberalism," but it makes clear the reasons why Japan at that time needed protectionism to develop its domestic industries. In order to realize this idea, he founded the National Economic Association with Tetsunosuke Tomita and others, and served as its secretary. The latter's content is essentially a treatise on economics.

明治時代の経済学者。とくに犬養毅(いぬかいつよし)とともに保護貿易論者の双璧(そうへき)として有名。弘化(こうか)2年2月27日但馬(たじま)国養父(やぶ)郡大藪(おおやぶ)村(現兵庫県養父市)に生まれる。初め郷里で漢学を、のち江戸に出て箕作麟祥(みつくりりんしょう)に英学を学んだ。1868年(慶応4)7月新政府に仕え、翻訳の業務に従事したが、78年(明治11)官を辞し、84年から87年まで群馬県立前橋中学校校長を務めた。以後野にあって、病身をいたわりつつ、大正3年10月19日に没するまでもっぱら著述と翻訳に従った。彼の翻訳書は、政治、法律、経済に限らず、宗教、歴史、地理、伝記、技術などにまで及んでいるが、経済関係ではとくに『馬爾斯(マルサス)人口論要略』(1877)、『日奔斯(ゼボンス)著貨幣説』(1883)、『李氏(リスト)経済論』(1889)があげられる。最後のリストの経済論は『Das nationale System der politischen Ökonomie』(1841)(『経済学の国民的体系』)の英訳からの重訳である。主著に『情勢論』(1891)、『経済纂論(さんろん)』(1900)などがある。堀経夫(つねお)は、前者を「いわば自由主義の本陣に斬(き)り込んだ保護主義の鋭い太刀(たち)である」と評したが、当時の日本としては国内産業育成のため保護貿易を必要とする理由が明らかにされている。彼は、この主張を実現するために富田鉄之助らと国家経済会をつくり、その幹事役も務めた。後者の内容は実質的に経済原論である。
