filibuster

A filibuster is a deliberate attempt by a minority in Congress to disrupt the proceedings of a legislative session by using or abusing legal means. In the United States, it is called a filibuster and is often used in the Senate. The main methods used are lengthy question speeches, various motions, especially preemptive votes or motions of no confidence, frequent requests for quorum confirmation, and delays in voting.
