The parliament is unicameral (18 members, three-year term), and elects the president. From independence in 1968 until 1989, except for a brief period, President Hammer De Roburt (1922-92) controlled politics and the economy, making the country the richest of the South Pacific island nations, with a per capita income of $4,640 (1993) from export revenues from phosphate rock for fertilizer. There is no income tax, and education, medical care, and electricity are all free.
